The Commission has before it the multiple docket Notice of Proposed Rule Making setting forth four separate proposals to allot a FM channel to a specific community. See 14 FCC Rcd 2877 (1999). Each proposal received a separate docket and rule making number. In regard to these proposals, we received no opposition comments and/or counterproposals. Although consolidated, these dockets are still separate for finality purposes. In the event a reconsideration petition is directed to an action in a particular docket, a separate Memorandum Opinion and Order will resolve that reconsideration petition. Each petitioner filed comments in support of its proposal, reaffirming its intention to apply for the specified channel, if allotted. Each proposal complies with all Commission technical requirements and we continue to believe that each proposal would serve the public interest. Accordingly, we adopt each proposal as originally proposed. These are as follows: A. MM Docket No. 99-51; RM-9454 Action: At the request of Vernon R. Baldwin, we are allotting Channel 244A at Annville, Kentucky, as the community's first local aural transmission service. Coordinates: The reference coordinates for Channel 244A at Annville are 37-14-37 North Latitude and 83-53-35 West Longitude. Additional Information: This allotment requires a site restriction of 10.8 kilometers (6.7 miles) southeast to avoid short-spacings to the licensed sites of Station WGKS(FM), Channel 245C2, Paris, Kentucky, and Station WYWY(FM), Channel 241C3, Barbourvlle, Kentucky. MM Docket No. 99-52; RM-9455 Action: At the request of West Wind Broadcasting, we are allotting Channel 298A at Liberty, Pennsylvania, as the community's first local aural transmission service. Coordinates: The reference coordinates for Channel 298A at Liberty are 41-29-28 North Latitude and 77-12-22 West Longitude. Additional Information: This allotment requires a site restriction of 11.2 kilometers (6.9 miles) southwest to avoid a short-spacing to the licensed site of Station WBYN(FM), Channel 298B, Boyertown, Pennsylvania. Since Liberty is located within 320 kilometers (200 miles) of the U.S.- Canadian border, concurrence of the Canadian government has been obtained. FCC Contact: Sharon P. McDonald (202) 418-2180. C. MM Docket No. 99-53; RM-9456 Action: At the request of West Wind Broadcasting, we are allotting Channel 274A at Clarendon, Pennsylvania, as the community's second local FM transmission service. Corry Communications Corporation also filed supporting comments stating its intention to apply for the channel, if allotted. Coordinates: The reference coordinates for Channel 274A at Clarendon are 41-41-30 North Latitude and 79-03-43 West Longitude. Additional Information: This allotment requires a site restriction of 10.1 kilometers (6.3 miles) south to avoid a short-spacing to the licensed site of Station WRLP(FM), Channel 276A, Russell, Pennsylvania. Since Clarendon is located within 320 kilometers (200 miles) of the U.S.-Canadian border, concurrrence of the Canadian government has been obtained. FCC Contact: Sharon P. McDonald (202) 418-2180. D. MM Docket No. 99-54; RM-9457 Action: At the request of West Wind Broadcasting, we are allotting Channel 263A at Ridgeley, West Virginia, as the community's first local aural transmission service. Coordinates: The reference coordinates for Channel 263A at Ridgeley are 39-42-08 North Latitude and 78-43-49 West Longitude. Additional Information: This allotment requires a site restriction of 7.8 kilometers (4.8 miles) northeast to avoid a short-spacing to the licensed and construction permit site of Station WDZN(FM), Channel 261A, Romney, West Virginia, and to the licensed site of Station WOMP-FM, Channel 263B, Bellaire, Ohio. Accordingly, pursuant to the authority found in Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) of the Communications Act of 1934, as amended, and Sections 0.61, 0.204(b) and 0.283 of the Commission's rules, IT IS ORDERED, That effective, September 7, 1999, the FM Table of Allotments, Section 73.202(b) of the Commission's Rules, IS AMENDED, with respect to the communities listed below, to read as follows: Community Channel No. Annville, Kentucky 244A Liberty, Pennsylvania 298A Clarendon, Pennsylvania 274A, 282A Ridgeley, West Virginia 263A 4. The window period for filing applications for these allotments will not be opened at this time. Instead, the issue of opening a filing window for these allotments will be addressed by the Commission in a subsequent order. 5.
