The Commission has before it the multiple docket Notice of Proposed Rule Making setting forth three separate proposals to allot a FM channel to a specific community. See 14 FCC Rcd 458 (1999). Each proposal received a separate docket and rule making number. In regard to these proposals, we received no opposition comments and/or counterproposals. Although consolidated, these dockets are still separate for finality purposes. In the event a reconsideration petition is directed to an action in a particular docket, a separate Memorandum Opinion and Order will resolve that reconsideration petition. Each petitioner filed comments in support of its proposal, reaffirming its intention to apply for the specified channel, if allotted. Each proposal complies with all Commission technical requirements and we continue to believe that each proposal would serve the public interest. Accordingly, we adopt each proposal as originally proposed. These are as follows: A. MM Docket No. 98-213; RM-9352 Action: At the request of STARadio Corporation, we are allotting Channel 297A at Clifton, Illinois, as the community's first local aural transmission service. Milner Broadcasting Company also filed supporting comments stating its intention to apply for the channel, if allotted. Coordinates: The reference coordinates for Channel 297A at Clifton are 40-52-00 North Latitude and 87-58-00 West Longitude. Additional Information: This allotment requires a site restriction of 8.1 kilometers (5.0 miles) south to avoid a short-spacing to the licensed site of Station WZVN(FM), Channel 296A, Lowell, Indiana. MM Docket No. 98-215; RM-9370 Action: At the request of Ken Mills Agency, we are allotting Channel 256C3 at Lennox, South Dakota, as the community's first local aural transmission service. Coordinates: The reference coordinates for Channel 256C3 at Lennox are 43-21-24 North Latitude and 96-54-05 West Longitude. Additional Information: This allotment requires a site restriction of 1.0 kilometers (0.6 miles) west to avoid a short-spacing to the licensed site of Station KEEZ-FM, Channel 256C1, Mankato, Minnesota. MM Docket No. 98-219; RM-9390 Action: At the request of 21st Century Radio Ventures, Inc., we are allotting Channel 282A at Sibley, Iowa, as the community's second local FM transmission service. Coordinates: The reference coordinates for Channel 282A at Sibley are 43-24-14 North Latitude and 95-45-45 West Longitude. Additional Information: This allotment requires a site restriction of 1.3 kilometers (0.8 miles) west to avoid a short-spacing to the licensed site of Station KUOO(FM), Channel 280C2, Spirit Lake, Iowa. Accordingly, pursuant to the authority found in Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) of the Communications Act of 1934, as amended, and Sections 0.61, 0.204(b) and 0.283 of the Commission's rules, IT IS ORDERED, That effective, September 7, 1999, the FM Table of Allotments, Section 73.202(b) of the Commission's Rules, IS AMENDED, with respect to the communities listed below, to read as follows: Community Channel No. Clifton, Illinois 297A Lennox, South Dakota 256C3 Sibley, Iowa 262A, 282A 4. The window period for filing applications for these allotments will not be opened at this time. Instead, the issue of opening a filing window for these allotments will be addressed by the Commission in a subsequent order. 5.
