Before us is a letter filed by Eddie Bond ("Bond") seeking further review of a Memorandum Opinion and Order, released on June 29, 1998, by the Chief, Mass Media Bureau ("Bureau"). In the 1998 Order, the Bureau reduced the forfeiture against Bond from $15,000 to $5,000 based on his showing of inability to pay. 2. Bond seeks further reduction of the forfeiture amount. He claims that he is unable to pay $5,000 due to his limited, fixed income. He offers to pay $1,500, as he offered in each of his previous requests for reduction of the forfeiture. He states that he has arranged to borrow this amount in order to pay the forfeiture. Upon further review of all the information submitted by Bond, we find that further reduction of the forfeiture is warranted and therefore we will reduce the forfeiture to $1,500. 3. Accordingly, IT IS ORDERED, that the request for reconsideration filed by Eddie Bond IS GRANTED. 4. IT IS FURTHER ORDERED, that pursuant to Section 503(b) of the Communications Act of 1934, as amended, 47 U.S.C.  503(b), Eddie Bond FORFEIT to the United States the sum of fifteen hundred dollars ($1,500) for willful and repeated violations of Section 310 (d) of the Communications Act of 1934, as amended, 47 U.S.C.  310 (d) and Section 73.3540 of the Commission's Rules, 47 C.F.R. Section  73.3540. Payment of the forfeiture may be made by mailing to the Commission a check or similar instrument payable to the Federal Communications Commission. 5. IT IS FURTHER ORDERED, that the Mass Media Bureau send by Certified Mail -- Return Receipt Requested, a copy of this Memorandum Opinion and Order to Eddie Bond.
