                             ORDER

By the Chief, Policy and Rules Division

     1.  Pursuant to section 1.46 of the Commission's rules, 47 C.F.R.  1.46, the National Association of
Broadcasters (NAB) has moved for a 30 day extension of the January 11, 1999 date for filing comments in the
above-captioned proceeding.  NAB maintains that the extension is necessary to give their membership time to
evaluate the petition and formulate a position at their upcoming Board Meeting, which will convene
immediately after the current filing date.

     2.  Accordingly, IT IS ORDERED that the time for filing comments in the above-captioned
proceedings is extended to February 10, 1999.
