Our preliminary review of the Ranger applications discloses that the transaction would be inconsistent with the Commission's multiple ownership rules. In fact, you acknowledge in the applications that at least four onetoamarket waivers are required. You did not, however, include the necessary requests as a part of the applications, but indicated that they will be submitted at a later date.
