Jan. 16, 1998)), dated February  xw11, 1998, in which Tribune Company states that it would, during any further waiver period, "operate WDZL and the  {O- - xSunSentinel separately. . . . Specifically. . . Tribune has agreed not to engage in any joint advertising sales or any  {O - xjoint promotions, marketing, news or other programming efforts between WDZL(TV) and the SunSentinel nor to  {O!-have overlapping personnel." Id. at 2.>  xRelying on Tribune's representation, we conclude that continued common ownership by Tribune  X*- xof the SunSentinel and WDZL(TV), as conditioned herein, will not so compromise our diversity  xand competition interests as to outweigh the substantial equitable considerations favoring grant  xof Tribune's request.
