At the request of Dixie Broadcasting Company ("petitioner"), the Commission has before it the Notice of Proposed Rule Making, 12 FCC Rcd 694 (1997), proposing the allotment of Channel 286A to New Boston, Texas, as the community's third local FM service. Petitioner filed comments restating its interest in applying for Channel 286A at New Boston. Idabel Community Broadcasters ("Idabel Community") filed a counterproposal and reply comments. 2. In its counterproposal, Idabel Community requests the allotment of 286A to Idabel, Oklahoma, as the community's second local FM service. It states that Idabel has a 1990 U.S. Census population of 6,957 persons while New Boston is credited with only a population of 5,097 persons. Thus, it argues that since Idabel has a 30% larger population, it would be more equitable to allot Channel 286A to the larger community of Idabel. 3. We believe the public interest would be served by adopting the proposals set forth by petitioner and Idabel Community. A staff engineering study indicates that the mutually exclusivity between the two proposals can be resolved by the allotment of an alternate channel to Idabel. Both communities will receive additional local FM services by allotting Channel 286A to New Boston, Texas, and Channel 275A to Idabel, Oklahoma. Both channels can be allotted in compliance with the Commission's minimum distance separation requirements. Channel 286A can be allotted to New Boston with a site restriction of 8.8 kilometers (5.5 miles) west. Channel 275A can be allotted to Idabel at the city reference coordinates. 4. Accordingly, pursuant to the authority contained in Sections 4(i),5(c)(1), 303(g) and (r) and 307(b) of the Communications Act of 1934, as amended, and Sections 0.61, 0.204(b) and 0.283 of the Commission's Rules, IT IS ORDERED, That effective November 10, 1997, the FM Table of Allotments, Section 73.202(b) of the Commission's Rules, IS AMENDED, with respect to the communities listed below, to read as follows: City Channel No. New Boston, Texas 236A, 278C2 286A Idabel, Oklahoma 244C3, 275A 5. The window period for filing applications for Channel 286A at New Boston, Texas, and Channel 275A at Idabel, Oklahoma, will open on November 10, 1997, and close on December 11, 1997. 6.
