Before the Commission for consideration is the Notice of Proposed Rule Making,  X4 Hu(Notice), 11 FCC Rcd   (1996), adopted December 20, 1996 (DA 962129), issued in  Hresponse to a petition for rule making filed on behalf of North Wave Communications, Inc.  H("petitioner"), proposing the allotment of Channel 227A to Valdez, Alaska, as that  HAcommunity's first local FM transmission service. In view of the interest expressed in providing a first local FM transmission service to Valdez, Alaska, we will allot Channel 227A to that community, as requested.  X4 S3.
