At the request of Rolando Manuntag ("petitioner"), the Commission has before it the Notice of Proposed Rule Making, 11 FCC Rcd 13158 (1996), proposing the allotment of Channel 286C at Dededo, Guam, as the community's first local aural transmission service. Petitioner filed comments in support of the proposal reaffirming his intention to apply for the channel, if allotted. No other comments were received. 2. In the Notice, petitioner was requested to provide sufficient information to demonstrate that Dededo is a "community" for allotment purposes. In response, petitioner submits that Dededo is the largest municipality in Guam in terms of area and population. It is the fastest growing community with a 1996 population in excess of 38,000 persons. Petitioner states that Dededo has a municipal government office, five commercial banks, five large shopping malls/centers, fast food chains, two large bakeries, auto dealerships, hardware stores, executive subdivisions, Duty-Free shops, Naval Computer and Telecommunications Master Station, Navy housing, six gas stations, churches, Northern Public Health Center, four public schools, two private schools, fifty civic organizations/associations, and over 500 medium-sized businesses. 3. We find that Dededo possesses the indicia to establish it as a "community" for allotment purposes. Therefore, we believe the public interest would be served by allotting Channel 286C at Dededo, Guam, since it would provide the community with its first local aural transmission service. An engineering analysis has determined that Channel 286C can be allotted to Dededo in compliance with the Commission's minimum distance separation requirements without the imposition of a site restriction at petitioner's requested site. 4. Accordingly, pursuant to the authority found in Sections 4(i), 5(c)(1), 303(g) and (r) and 307(b) of the Communications Act of 1934, as amended, and Sections 0.61, 0.204(b) and 0.283 of the Commission's Rules, IT IS ORDERED, That effective June 23, 1997, the FM Table of Allotments, Section 73.202(b) of the Commission's Rules, IS AMENDED, with respect to the community listed below, to read as follows: City Channel No. Dededo, Guam 286C 5. The window period for filing applications for Channel 286C at Dededo, Guam, will open on June 23, 1997, and close on July 24, 1997. 6. IT IS FURTHER ORDERED, That this proceeding IS TERMINATED. 7.
