The Commission has before it for consideration a Notice of Apparent Liability ("NAL") for forfeiture released February 6, 1996, directed to Texas Coast Broadcasters, Inc., licensee of Stations KNUZ/KQUE(FM), Houston, Texas. See Texas Coast Broadcasters, Inc., 11 FCC Rcd 1688 (1996) ("Texas"). The Commission issued an NAL for $18,500 to Texas Coast Broadcasters, Inc. for failing to pursue sufficient Equal Employment Opportunity (EEO) recruitment efforts, and failing to maintain adequate records for meaningful self-assessment, in violation of the Commission's EEO Rule, 47 C.F.R.  73.2080. 2. Texas Coast Broadcasters, Inc. has not responded to the NAL. Accordingly, we incorporate herein by reference the licensee's record of inadequate efforts, as set forth in Texas. Based on that record, we conclude that our determination that a forfeiture amount of $18,500 was appropriate. 3. Accordingly, IT IS ORDERED, pursuant to Section 503(b) of the Communications Act of 1934, as amended, 47 U.S.C.  503(b), that Texas Coast Broadcasters, Inc. FORFEIT to the United States the sum of eighteen thousand five hundred dollars ($18,500) for failing to comply with the Commission's EEO provisions, 47 C.F.R.  73.2080. Full payment of the forfeiture may be made by mailing to the Commission a check or similar instrument payable to the Federal Communications Commission within 30 days of the release date of this Order. In regard to this forfeiture proceeding, the licensee may take appropriate action as set forth in Section 1.80 of the Commission's Rules, 47 C.F.R.  1.80, and Section 504(a) of the Communications Act of 1934, as amended, 47 U.S.C.  504(a), as summarized in the attachment to this Memorandum Opinion and Order and Notice of Forfeiture.
