By the Chief, Allocations Branch:

          1.  The Commission has before it for consideration the Notice of
Proposed Rule Making, 10 FCC Rcd 12009 (1995), issued in response to a
petition filed by Flambeau Broadcasting Co. ("petitioner").  The Notice
proposed the allotment of Channel 260C3 to Cornell, Wisconsin, as that
community's first local broadcast service.  Petitioner filed comments
reaffirming its interest in the allotment of Channel 260C3 at Cornell.  No
other comments were received. 

         2.  We believe the public interest would be served by allotting
Channel 260C3 to Cornell, Wisconsin, as it will provide the community with its
first local transmission service.  Channel 260C3 can be allotted to Cornell
consistent with the minimum distance separation requirements of the
Commission's Rules provided there is a site restriction 4.9 kilometers (3
miles) west of the community.  The site restriction will prevent a short
spacing to Station WWIS-FM, Channel 259C3, Black River Falls, Wisconsin, and
to the licensed site for Station WIZD, Channel 260A, as well as the
construction permit Station WIZD holds for Channel 260C3 at Rudolph, Wisconsin
(BPH-931229IB).  Concurrence has been received from the Canadian government
for the allotment of Channel 260C3 at Cornell.

         3.  Accordingly, pursuant to the authority contained in Sections
4(i), 5(c)(1), 303(g) and (r) and 307(b) of the Communications Act of 1934, as
amended, and Sections 0.61, 0.204(b) and 0.283 of the Commission's Rules, IT
IS ORDERED, That effective                       , 1996, the FM Table of
Allotments, Section 73.202(b) of the Commission's Rules, IS AMENDED for the
community listed below, to read as follows:

          4.  The window period for filing applications for Channel 260C3 at
