                       MEMORANDUM OPINION AND ORDER

    1.  The Commission has before it an application for Review filed by New East
Communications, Inc. ("New East"), licensee of Station WCZI-FM, Channel 252A,
Washington, North Carolina, and Roanoke Chowan Broadcasting Corporation ("Roanoke
Chowan"), licensee of Station WBCG(FM), Channel 252A, Murfreesboro, North Carolina,
and a Motion to Dismiss and Opposition filed by Radio Triangle East Company ("Radio
Triangle").  New East and Roanoke Chowan seek Commission review of the August 20,
1993, Memorandum Opinion and Order, 8 FCC Rcd 6206 (1993), wherein the staff, under
delegated authority, affirmed the substitution of Channel 253C3 for Channel 253A at
Rocky Mount, North Carolina, and the modification of Radio Triangle's Station WSAY-FM
license to specify operation on the higher class channel.  We agree with the Bureau's
resolution of this case, and we affirm the Bureau's action denying the petition for
reconsideration filed by New East and Roanoke Chowan and affirming the Bureau's action
in the Report and Order, 6 FCC Rcd 2153 (1991).

    2.  Accordingly, IT IS ORDERED, That, pursuant to 47 C.F.R. 1.115(g), the
Application for Review filed September 30, 1993, by New East Communications, Inc. and
Roanoke Chowan Broadcasting Corporation, IS DENIED.
