    1.  The Mass Media Bureau has completed the investigatory phase of this
proceeding.   See Interim Procedural Order, File No. BRCT-940201KZ (Dec. 7, 1994);
Second Interim Procedural Order, File No. BRCT-940201KZ (Dec. 21, 1994).  The
documents produced, the transcripts of depositions conducted during the investigation,
and other investigatory materials will now be placed in the public record.

    2.  Parties who wish to file comments on these  investigatory materials or to
submit additional relevant information must submit their comments within 20 days of the
release date of this Order; any reply comments must be filed within 10 days thereafter.  

    3.  ACCORDINGLY, IT IS ORDERED, That the investigatory materials referred
to above SHALL BE PLACED in the public record as of the release date of this order;
and that the parties MAY FILE comments in accordance with the schedule set forth
above.
