In its petition, Fife provided the the population for the Township rather than the population for the community. However, we may find that a population grouping of  x394 people does not constitute a community for allotment purposes where the community may  x-be devoid of the customary factors associated with determining community status, such as a  xJlibrary, schools, shopping centers, churches, a newspaper and social or civic organizations and  Yv- xsome form of government.
