Report No. MM 95-60 MASS MEDIA ACTION July 20, 1995 FCC GRANTS TRANSFER OF CONTROL OF WTVG(TV), TOLEDO, OH, AND WJRT-TV, FLINT, MI; WAIVES ONE-T0-A-MARKET RULE The FCC has granted the application for consent to transfer of control of WTVG(TV), (Channel 13, NBC), Toledo, OH, from Media Communications Partners Limited Partnership to Capital Cities/ABC Acquisition Corporation IV, and the application for consent to transfer control of WJRT-TV, (Channel 12, ABC), Flint, MI, from Media Communications Partners Limited Partnerships and SJL/KSN Limited Partnership to Capital Cities/ABC Acquisition Corporation I. Capital Cities/ABC is also the licensee of WJR-AM, Detroit, MI. The 2mV/m ground waive contour of WJR-AM encompasses Toledo, OH, as well as Flint, MI. Because the common ownership of a television and radio station in the same market violates the Commission's one-to-a-market rule, Capital Cities/ABC requested and was granted a waiver of the one-to-a-market rule to permit common ownership of television stations WTVG(TV), WJRT-TV, and radio station WJR-AM. In granting the waivers, the Commission noted that the widely separated locations of the relevant markets, the minimal local presence of WJR in the Toledo and Flint television markets, and the distorting effect of WJR's exceptionally wide 2mV/m coverage contour, supported a waiver of the rules.
