NEWSReport No. MM-849 MASS MEDIA ACTIONSeptember 16, 1994 ASSIGNMENT OF LICENSE FOR WPRV-TV, FAJARDO, PR, APPROVED; ONE-TO-A-MARKET RULE WAIVED The Commission has granted the applications to assign the licenses of commercial television station WPRV-TV, Channel 13, and TV translator station W56BC, Channel 56, Fajardo, PR, from WPRV-TV, Inc., Debtor, to The Catholic, Apostolic and Roman Church in Puerto Rico, Archdiocese of San Juan. The Archdiocese of San Juan is licensee of AM radio station WKVM, San Juan, and FM station WORO(FM), Corozal, PR. The Archdiocese's common ownership of television and radio stations in the same market would ordinarily be prohibited by the Commission's one-to-a- market rule. Under the Commission's standards for granting waivers of this rule, it looks favorably upon waiver requests involving "failed stations," which it defines as broadcast stations that have not been operated for four months or more or that are bankrupt. The Commission said the Archdiocese had met this test, noting that the television station has been involved in bankruptcy proceedings for six years and has been off the air since 1992 due to financial difficulties.
