June 15, 1998 VICTORIA F. PHILLIPS NAMED CHIEF, LEGAL BRANCH OF POLICY & RULES DIVISION, MASS MEDIA BUREAU Victoria F. Phillips has been named Chief of the Legal Branch in the Mass Media Bureau's Policy & Rules Division. Ms. Phillips joined the Commission in 1994 as an attorney in the Office of General Counsel. Most recently she served as a senior attorney in the Legal Branch of the Mass Media Bureau's Policy & Rules Division where she worked on a number of Commission proceedings involving digital television and other mass media issues. Prior to joining the Commission, she served as Assistant General Counsel of the National Endowment for the Humanities and practiced communications law as an associate at the law firm of Wiley, Rein & Fielding in Washington, D.C. Phillips clerked for Judge Edward S. Northrop of the U.S. District Court in Maryland. She received her B.A. from Smith College in 1982 and a J.D. with honors from the Washington College of Law at American University in 1988. She is a member of the District of Columbia, Massachusetts and Maryland bars. - F C C -
