NEWSReport No. MM 95-97 MASS MEDIA ACTIONSeptember 29, 1995 FCC GRANTS THE APPLICATION FOR ASSIGNMENT OF LICENSE OF WFXB(FM), EAST ST. LOUIS, IL TO RIVER CITY LICENSE PARTNERSHIP The Commission granted the application for assignment of license of WFXB(FM), East St. Louis, IL from River Cities Broadcasting Corporation to River City License Partnership; and granted the waiver of the Commission's one-to-a-market rule. River City License Partnership (River City) has shown that significant public interest benefits will result from joint operation of KDNL-TV, KPNT(FM) and WFXB(FM). The partnership estimates that combined ownership and operation will result in cost savings of at least $300,000 annually from consolidation of administration and personnel, share studio space and cross-promotion of the broadcast properties. River City has indicated that these cost savings could not be achieved under separate ownership and operation, and that they will provide River City with additional capital to invest in WFXB(FM) and KPNT(FM)'s operations and programming. River City also estimates combined cumulative operating losses of $2.685 million for its operation of KPNT(FM) and its programming of WFXB(FM) pursuant to an existing time brokerage agreement. River City does not own any other media properties in the St. Louis market. Diversity and competition would not be adversely affected to any significant degree. St. Louis is a top 25 market, which is served by 63 radio stations and eight television stations. Following the proposed acquisition of WFXB(FM), those 71 broadcast outlets will be owned and operated by 53 separate entities. The St. Louis ADI will also be served by 25 cable systems and seven major daily newspapers. Action by the Commission September 20, 1995 by MO&O (FCC 95-401).
