     FCC REAFFIRMS DECISION TO SUBSTITUTE CHANNEL 253C3  FOR CHANNEL
       253A AT ROCKY MOUNT, NC AND TO MODIFY WSAY-FM'S LICENSE TO
              SPECIFY OPERATION ON THE HIGHER CLASS CHANNEL

     The Commission has upheld a staff decision to substitute Channel 253C3 for Channel
253A at Rocky Mount, NC and to modify Station WSAY-FM's license to specify operation on
the higher channel. 

     The substitution and license modification were granted in MM Docket 90-316 at the
request of  Radio Triangle East Company and opposed by New East Communications, Inc.,
licensee of Station WCZI-FM, Channel 252A, Washington, NC, and Roanoke Chowan
Broadcasting Corp., licensee of Station WBCG (FM), Channel 252A, Murfreesboro, NC.

     The Commission found no reason to change the staff's decision.
