        ALLOTMENT OF TV CHANNEL 18 TO ALBION , NE AND CHANNEL 8 TO
               LINCOLN, NE, MODIFICATION OF KCAN (TV) UPHELD

     The Commission has upheld its earlier action substituting UHF TV Channel 18 for VHF
Channel 8 at Albion, NE, allotting Channel 8 to Lincoln, NE, and modifying the license of
KCAN (TV) to specify Lincoln as its community of license.

     The actions were taken at the request of Citadel Communications, Ltd., licensee of
KCAN (TV).

     In upholding the action, the Commission denied the petitions for reconsideration filed by
Pappas Telecasting of the Midlands and Busse Broadcasting Corp.

     The Commission found no reasons put forth in the petitions for reconsideration to change
the staff's ruling.
