       GRANT OF APPLICATION OF TOM-TOM BROADCASTING TO OPERATE ON
                 CHANNEL 281C1 AT RAPID CITY, SD, UPHELD
                            (MM DOCKET 88-540)

     The Commission has denied the application of Spitzer Communications Co. for review
of an earlier order which affirmed the Mass Media Bureau's downgrade of Channel 282C to
Channel 281C1 at Rapid City, SD, and modification of the construction permit of Tom-Tom
Communications to specify operation on Channel 281C1.

     The Commission said it agreed with the Bureau's resolution of this case, and affirmed
its action.

     Action by the Commission June 8, 1995, by Memorandum Opinion and Order (FCC 95-
