Report No. MM 95-39 MASS MEDIA ACTION April 20, 1995 FCC GRANTS ONE-TO-A-MARKET WAIVER TO WWNK-FM, CINCINNATI, OH The FCC granted the application for assignment of license of WWNK-FM, Cincinnati, Ohio from Secret Communications Limited Partnership to Great American Television and Radio Company, Inc. ("Great American") and the related request for waiver of the one-to-a-market rule. Great American is currently the licensee of WKRQ(FM) and WKRC-TV, both licensed to Cincinnati, Ohio. Since the Cincinnati market was not in the top 25 markets and since neither of the radio stations involved was a "failed" station, the request was analyzed under the five-part "case-by-case" standard. Great American demonstrated that joint operation of the stations will result in significant cost savings of over a million dollars annually. It has also demonstrated that the proposed combination will enhance WWNK-FM's programming and result in public service benefits. The facilities involved are comparable to others in the market. Finally, because of the number of voices in the Cincinnati market, the proposed combination will not result in undue concentration of ownership or control. Accordingly, the addition of this second FM station to Great American's existing operations would not appear to unduly affect competition and diversity.
