Report No. MM95-23 MASS MEDIA ACTION March 7, 1995 SHEKINAH NETWORK GRANTED ITFS CHANNELS D1-D4 AT DANVILLE, IL The FCC has granted the application of Shekinah Network for a construction permit and license in the Instructional Television Fixed Service (ITFS) on Channels D1-D4, in Danville , IL; and denied the competing application of Board of Trustees Community College District 535 for ITFS facilities at Champaign, IL. In cases of mutually exclusive ITFS application, where applicants are competing for the same or adjacent channels in the same geographic area, each application is reviewed pursuant to the Commission's comparative process. This procedure awards a maximum of 12 merit points based on five criteria deemed most relevant to predicting the applicant best qualified to provide the service for the ITFS spectrum was allocated. In this case, Shekinah was awarded two points for observing the four-channel limitation and one point for proposing at least 21 hours of formal educational programming, for a total of three points. Board of Trustees was awarded two points for observing the four-channel limitation. Thus, the tentative selectee is Shekinah. Shekinah proposed leasing its excess capacity for non-ITFS use and submitted a copy of its lease agreement with American Telecasting, Inc., which conformed in all respects to FCC requirements.
