Report No. MM95-7 MASS MEDIA ACTION February 14, 1995 COMMISSION CONSENTS TO ASSIGNMENT OF LICENSE OF KSFO(AM), FROM FIRST BROADCASTING TO KGO-AM RADIO, INC. The FCC has consented to assign the license of KSFO(AM), San Francisco, CA, from First Broadcasting Company to KGO-AM Radio, Inc., a wholly-owned subsidiary of Capital Cities/ABC, Inc. Cap Cities also owns KGO(AM) and KGO-TV, San Francisco. Because the Grade A contour of KGO-TV encompasses all of San Francisco, Cap Cities requested and was granted a waiver of the Commission's one-to-a-market rule. In evaluating a request for waiver of the one-to-a-market rule, the Commission's goal is to permit the public to benefit from such efficiencies of operation as may be achieved through the use of common facilities and staff, consistent with the maintenance of diversity and vigorous competition within the market areas involved. In this case, the Commission concluded that Cap Cities' showing in support of a waiver of the one-to-a-market rule meets the Commission's case-by-case waiver criteria, and that a waiver in this instance is consistent with the public interest and would have no adverse effect on diversity and competition in the San Francisco market.
