NEWSReport No. MM-854 MASS MEDIA ACTIONOctober 6, 1994 LICENSE OF KHSL-TV, CHICO, CA, RENEWED, SUBJECT TO REPORTING CONDITIONS The Commission has granted the application of Golden Empire Broadcasting Company, for renewal of its license for KHSL-TV, Chico, CA, subject to EEO reporting conditions. The renewal had been opposed by the National Association for the Advancement of Colored People (NAACP) and the League of United Latin American Citizens (LULAC). The Commission denied their petition. The Commission found no evidence that the licensee engaged in discrimination. The record showed that the licensee attracted, interviewed and hired minorities. The Commission said, however, that it was concerned about the licensee's efforts regarding Hispanics and, therefore, renewed the license subject to EEO reporting conditions. During the inquiry period, the licensee recruited using minority sources for all 17 of its openings, obtained 72 minority applicants and 52 minority interviewees (of which 51 were for upper-level positions) and hired two minorities (both Black). Noting that Hispanics are the dominant minority in the station's service area, the Commission was concerned that the licensee attracted only 17 Hispanics of 344 applicants, ten Hispanics of 198 interviewees and failed to hire a single Hispanic for 17 vacancies during the inquiry period. Because of this, the Commission said the station's assessment appeared deficient because it failed to modify its recruitment efforts to attract qualified Hispanic applicants. Accordingly, in order to monitor the station's efforts in this regard, it conditioned the renewal with reporting conditions.
