Competition makes the best technological decisions for the consumer, not government. This gift of spectrum is the residue of an old industrial policy invented by electronics companies and broadcasters to "beat the Japanese" with an American version of "High Definition Television": $2000 TV sets so sports would look great on TV. Broadcasters now don't think lots of Americans will pay that kind of money any time soon.
