Secretary: 1. The research on violence on TV and its relation to children's behavior and the large number of children in elementary school who watch "R" rated movies and adult TV programs makes it imperative that there be some control over the broadcast of violent and sexually explicite shows. 2. The lack of strong chidren's programming makes it just as imperative that networks provide more hours of children's TV. 3. Giving parents the tools to monitor their kids TV watching through "V" chips or other means. Anything that can lead to these ends is needed.
