          International Bureau Makes Available Online
   Updated Rules Applicable to International Common Carriers

     In a further effort to simplify compliance with its rules, the International Bureau has for
the first time released on the Internet an unofficial compilation of selected rules applicable to
international telecommunications carriers.  The compilation includes the most recent changes
adopted by the Commission in its March 1999 order streamlining and simplifying the international
Section 214 authorization process and related rules.  It is available as a hyperlinked document
from the Bureau's World Wide Web site at http://www.fcc.gov/ib/td/pf/telecomrules.html.

     In the March order, the Commission took major steps to reduce regulatory burdens on
providers of international telecommunications services.  The amended rules became effective May
19.  Although the official compilation of rules is released annually as part of the Code of Federal
Regulations, that compilation does not reflect the Commission's most recent amendments.  The
unofficial compilation now posted on the Web includes sections 63.09 through 63.24 and other
selected sections of parts 1, 43, and 64 of the Commission's rules.  The compilation will be
updated as additional rule changes become effective.
