("WCSR") filed an application seeking authorization to construct, launch, and operate two communications satellites in the digital audio radio service ("DARS"). This application was put on Public Notice on December 14, 1998. Ex Parte Status of this Proceeding. The application captioned above is restricted under the Commission's ex parte rules. See  1.1200(d) and 1.1208. We hereby redesignate this application captioned above as a "permit but disclose" proceeding pursuant to Section 1.1200(a) of the Commission's rules. 47 C.F.R.  1.1200(a), 1.1206 and 1.1208, Note 2. We conclude that such treatment would best serve the public interest, in light of the intricate international coordination issues and the interrelated legal and technical issues involving spectrum sharing with the United States DARS systems and terrestrial WCS systems that are raised by this application.
