PanAmSat Corporation File No. 111-SAT-P/LA-97 PanAmSat Corporation has filed an application requesting authority to launch and operate a replacement satellite, Galaxy II(H). PanAmSat proposes to operate this satellite at 74ø W.L. where it will replace the C-band Galaxy VI satellite and the Ku-band SBS-6 satellite. PanAmSat is proposing service in the 5925 - 6425 MHz, 2700-4200 MHz, 14.0-15.5 GHz, 11.7-12.2 GHz, 14-14.25 GHz, and 13.75-14 GHz frequency bands. Proposed services include programming distribution, VSAT service, video backhaul, satellite news gathering, teleconferencing, and high-speed image transmissions. Proposed coverage areas include North and South America. Direct Broadcasting Satellite Corp. File No. 14-SAT-STA-98 Direct Broadcasting Satellite Corp. has a filed an application for special temporary authority to operate its Direct Broadcast Satellite (DBS) satellite over on odd channels 1-21 and the odd and even channels 23-32 at the 61.5ø W.L. location. DBSC was assigned the even channels 2-22 at this location and is seeking authority to operate the currently unused channels in addition its assigned channels. (In a separate filing, DBSC has requested a filed a license to cover the operation of its assigned channels (see File No. 15-SAT-ML-98).) Clarification of Effective Date of Ka-band Service Rules The effective date of the rules adopted in Rulemaking to Amend Parts 1, 2, 21, and 25 of the Commission's Rules to Redesignate the 27.5-29.5 GHz Frequency Band, to Reallocate the 29.5-30.0 GHz Frequency Band, to Establish Rules and Policies for Local Multipoint Distribution Service and for Fixed Satellite Service, Third Report and Order, FCC 97-378 (released October 15, 1997), is January 20, 1998, except for Section 25.145(g) which will become effective upon OMB approval. Each Ka-band licensee, as a condition to their individual licenses, is required to file a letter with the Commission, within 60 days of the effective date of the above-mentioned Third Report and Order, representing that it will construct its system in compliance with any rules adopted in the Ka- band service rules report and order. Accordingly, all Ka-band licensees must file such a letter with the Commission by March 23, 1998, which is sixty days after the effective date of the service rules. - FCC -
