By Public Notice dated May 1, 1997, the International Bureau accepted for filing a Comsat
Corporation Petition for Forbearance from Dominant Carrier Regulation and for Reclassification
as a Non-Dominant Carrier.  Because of the broad-nature of policy issues involved in this
proceeding, the Bureau has determined that its treatment as a permit-but-disclose proceeding is
appropriate under the Commission's Ex Parte rules.  Accordingly, ex parte presentations to
Commission decision-making personnel will be permitted but must be disclosed pursuant to the
Commission's rules.  See Section 1.1200(a) and 1.1206 of the rules.
