File No. 69-SAT-ML-97 TRW Inc. has filed an application for modification of its Mobile-Satellite Service authorization to add an additional 100 MHz of feeder link spectrum in the both the Earth-to-space (29.4-29.5 GHz) and space-to-Earth (19.6-19.7 GHz) directions. TRW Inc. File No. 70-SAT-ML-97 TRW Inc. has filed an application for modification of its Mobile-Satellite Service authorization to use a small amount of C-band spectrum, on a time-limited and non-interfering basis, for its transfer-orbit TT&C operations. The bands TRW seeks to use are 6424.0+ 1 MHz on the command link (Earth-to-space) and 4199.0+ 1 MHz on the telemetry link (space-to-Earth). In addition, TRW requests authority to utilize the C-band omni antenna that will be used for transfer-orbit operations to conduct emergency satellite recovery operations once the spacecraft are on station. Satellite Digital Audio Radio Service: Satellite CD Radio, Inc. File Nos. 49/50-DSS-P/L-90 58/59-DSS-AMEND-90 44/45-DSS-AMEND-92 Satellite CD Radio, Inc. (CD Radio) has filed a request for exemption from Section 25.116(c) of the Commission's rules, 47 CFR  25.116(c), so that it can continue to raise capital for its satellite DARS system through debt and equity offerings in the public capital markets. File No. 74-SAT-P/LA-95 Orion Network Systems, Inc. has filed its "Request for Final Authority" in the referenced application. Orion filed this request as required in its conditional authorization to construct, launch and operate a fixed-satellite service space station.
