Report No. SPB-104 September 16, 1997 IMPLEMENTATION OF NEW PART 25 REGULATIONS FOR SATELLITE SPACE AND EARTH STATION APPLICATION AND LICENSING PROCEDURES In Streamlining the Commission's Rules and Regulations for Satellite Applications and Licensing Procedures, 11 FCC Rcd 21581 (1996), 62 FR 5924 (February 10, 1997) ("Part 25 Streamlining Order"), the Commission modified Part 25 of the Commission's rules and regulations regarding satellite earth and space station licensing. In addition, the Commission adopted a new, simplified application form, FCC Form 312. This Public Notice is to announce that the FCC Form 312 is now available, and that applicants may begin to use it immediately. FCC Form 312 will be used in place of FCC Forms 430, 493, 704 and 702 for satellite space and earth station applications filed pursuant to Part 25 of the Commission's rules. To provide a brief transition period, we will continue to accept applications filed using Forms 430, 493, 704 and 702 through October 31, 1997. After October 31, 1997, applications must be submitted on FCC Form 312. In conformance with OMB clearance terms, the instructions on FCC Form 312 for Items 30-34 have been revised from those released in the Part 25 Streamlining Order. Specfically, applicants proposing to operate earth stations that will not provide broadcast, common carrier, aeronautical en route or aeronautical fixed radio station services will not be required to respond to Items 30-34.
