                     APPLICATIONS ACCEPTED FOR FILING

     The applications listed below have been found, upon initial review, to be acceptable for filing. 
The Commission reserves the right to return any of the applications if, upon further examination, it is
determined the application is not in conformance with the Commission's Rules or its policies.  Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the

Mobile Communications Holdings, Inc.              File No. 158-SAT-AMEND-96

 Mobile Communications Holdings, Inc. (MCHI) filed an Amendment to its pending application to
 construct, launch and operate a Low Earth Orbit Satellite System in the 1.6/2.4 GHz Frequency
 Bands on September 16, 1996.  See File Nos. 11-DSS-P-91(6); 18-DSS-P-91(18); 11-SAT-LA-95;
 12-SAT-AMEND-95.  MCHI's amendment provides financial materials and updated feeder link and
 ownership information.  On November 13, 1996, MCHI filed a "Supplement" to the previously filed
 financial materials.

Constellation Communications, Inc.                File No. 159-SAT-AMEND-96

 On September 16, 1996, Constellation Communications, Inc. filed an Amendment to its pending
 application to construct, launch and operate a Low Earth Orbit Satellite System in the 1.6/2.4
 GHz Frequency Bands.  See 17-DSS-P-91(48); CSS-91-013; 10-SAT-AMEND-95; 11-SAT-LA-95. 
 Constellation amended the schedule of estimated costs covering the start-up and initial
 generation of satellites.
