ITU forms Ap3/II and Ap3/III are used to submit satellite coordination and notification information required under the existing Appendix 3 of the ITU Radio Regulations. The World Radiocommunication Conference, Geneva, 1995 (WRC-95) agreed to replace Appendix 3 with revised Appendix S4. This action becomes effective January 1, 1997. In preparation for this, the International Telecommunication Union Radiocommunication Bureau (ITU-RB) has developed new forms of notice ApS4 which are to be used for coordination and notification of satellites and earth stations under Articles 11 (Section II and III), 13, 14, and Resolutions 33 and 46. On November 22, 1996, the ITU-RB issued Circular Letter CR/65, which provides paper copies of ITU Forms ApS4/II and ApS4/III along with instructions. Beginning January 1, 1997, it is mandatory that these forms (or facsimile thereof) or the electronic alternative (see below) be used for all ITU filings for coordinating and registering earth stations and satellites. These forms replace ITU Forms Ap3/II and Ap3/III, which should no longer be used and which will not be accepted after January 1, 1997. ITU Implements Electronic Filing of Appendix S4 data The ITU-RB issued Circular Letter CR/58 on October 21, 1996, in which the ITU-RB indicates that it will be in a position as of January 1, 1997, to accept notification of data in electronic form for frequency assignment notices for stations in the space radiocommunica-tions services. The circular letter provides detailed descriptions of the format for both alphanumerical and graphical data normally provided with ITU Appendix 3 (now Appendix S4) notices for satellite networks and earth stations (Forms ApS4/II and ApS4/III). The new graphical format also applies to the submission of shaped beam coverage patterns for the Broadcasting Satellite Service and feeder-link Plans under Article 4 of Appendices 30 and 30A. The provision of notice data in electronic form is optional but highly recommended. The ITU has made the PC-Capture computer software available for the capture of the notice data in electronic form. This software runs on a PC with Windows 3.1 or later and requires the use of a high-resolution SVGA display.
