For purposes of the Order, the Cband denotes the 37004200/59256425 MHz frequency bands and the Kuband denotes the 11.712.2/14.014.5 GHz frequency bands. (#] Loral has requested that its authorization for LoralSat 101 (now "Telstar 7") be modified to permit it to change the design, technical parameters, and coverage area of the satellite. More specifically, Loral proposes to expand its service area from the 48 contiguous states ("CONUS"), Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands, as authorized, to include Canada and Mexico as well. Loral also proposes to employ twentyfour 36 MHz Ku band transponders instead of the authorized thirtytwo 27 MHz Kuband transponders. In addition, Loral proposes to modify its Kuband"!~0*((aa? Discussion  X 4 4.` ` Given constantly evolving satellite technology and the several year period required to construct a satellite, we often receive from licensees requests to modify the technical design of satellites that they are constructing. We generally allow licensees to effect the modifications requested, provided the proposed modifications are consistent with  XK4Commission policies and do not present any significant interference problems.^KF {OB'#X\  P6G;P#эXSee, e.g., Teledesic LLC, 14 FCC Rcd 2261 (1nt'l Bur. 1999); GTE Spacenet Corp., 5 FCC Rcd 4112  {O '(Com. Car. Bur. 1990); American Satellite Company, 5 FCC Rcd 1186 (Com. Car. Bur. 1990); Hughes  {O'Communications Galaxy, Inc., 5 FCC Rcd 1653 (Com. Car. Bur. 1990).(#Ʈ We find Loral's proposals to be in compliance with these policies.  X45.` ` Loral proposes to expand the Telstar 7 coverage area to include Mexico and Canada, and to modify the satellite's Kuband and Cband functions. Loral points out that although it intends to increase the number of Kuband transponders employed on Telstar 7, the satellite's total Kuband capacity of 864 MHz will remain unchanged. Moreover, by using 100 watt, rather than 110 watt TWTAs, Loral demonstrates that the Telstar 7 CONUS peak equivalent isotropic radiated power ("EIRP") will be reduced from the previously authorized 53.0 dBW to 49.5 dBW. Conversely, Loral's proposal to use 37 watt TWTAs to power the Telstar 7 Cband transponders will result in an overall increase in the satellite's Cband EIRP. Nevertheless, Loral's interference analysis demonstrates that it should be able to coordinate its modified parameters with adjacent operators. Indeed, it has successfully completed"7l 0*&&aa_" coordination with one of the adjacent operators, GE Americom.  X4Cn IV. Conclusion ă  X46.` ` We conclude that a grant of Loral's unopposed application to modify Telstar 7 will serve the public interest, convenience, and necessity. The modifications requested by Loral are the product of recent engineering advances that will enable Loral to provide a broader range or services to more customers with greater reliability. Consequently, our action today is consistent with Commission policy to encourage technical innovation and spectrum efficiency.  X ' PYV.
