(Loral) requests an extension of time from May 28, 1999, until June 14, 1999, to file comments on the above captioned application by GlobeCast North America Incorporated (GlobeCast).  yO'2.` ` Loral states that the extension of time is necessary in order to fully evaluate the effects on Loral's operations of the requested modification to connect to EUTELSAT IF5 at 12.5 degrees W.L, a foreign licensed satellite, that has not yet been coordinated with the United States. Loral represents that its personnel with the expertise needed to evaluate this application are currently unavailable because they have been working full time to restore service to customers due to the Orion 3 launch failure on May 6, 1999.
