     1.     By this Order, we grant the Motion For Extension of Pleading Cycle in this proceeding filed
by the following parties: 18 GHz Joint Working Group, Cyberstar Licensee I.I.C. Loral Orion, Inc., Hughes
Communications Galaxy, Inc., Motorola, Inc., Kastar Satellite Communications Corp., GE American
Communications, Inc., Panamsat Corporation, and Lockheed Martin Corporation.

     2.     The Notice of Proposed Rulemaking in this proceeding, released September 18, 1998, set dues
dates for filing comments and reply comments for November 5, 1998 and December 7, 1998 respectively. 
As requested by the parties, those due dates are hereby extended to November 19, 1998 and December 21,
1998 respectively.

     3.     This Order is issued pursuant to Section 0.261 of the Commission's Rules on delegations of
authority, 47 C.F.R. Section 0.261, and it is effective upon release.
