By the Chief, Satellite and Radiocommunication Division:

 1.    On August 28, 1997, the FCC issued a Public Notice requesting comment on the above-
captioned application.  Comments and petitions were filed on December 15, 1997.   SkyBridge
L.L.C. requested, and was granted, an extension of the Response and Reply Comment dates until
February 20, 1998 and March 6, 1998, respectively.

 2.    SkyBridge filed its Opposition on February 20, 1998.  Twelve entities (the Movants)
filed a Joint Motion for Extension of Time in which to reply to SkyBridge's Opposition.  In the Joint
Motion, the Movants state additional time is needed to review adequately the complex technical issues
addressed in  SkyBridge's 75-page Opposition.  Further, the Movants indicate that many of the
engineers and technical consultants needed to review the Opposition will be attending ITU preparatory
meetings for the 1999 World Radio Conference in Geneva over the next several weeks.   

 3.    The Movants indicate that the Association of Public Safety Communications Officials
International, Inc. and UTC - the Telecommunications Association concur with the Joint Motion.   No
opposition has been filed.  We agree that additional time is warranted and, seeing no objection to the
request, grant the Movant's Joint Motion.

 4.    Pursuant to Section 0.261 of the Commission's rules on delegations of authority, 47
C.F.R.  0.261, the Movant's Joint Motion for an Extension of Time to file reply comments in the
referenced application is granted.  Reply Comments may be filed on or before March 20, 1998.
