Released:  January 29, 1997

     1.   On December 19, 1996, the Commission released a Notice of Proposed
Rulemaking in this proceeding, FCC 96-484.  The following corrections are made to the text
of that Notice of Proposed Rulemaking.

     2.   The first sentence of footnote 43 of the Notice of Proposed Rulemaking contains
an error in the description of how the average settlement rate is calculated.  The first sentence
of that footnote should read:

     43   This average settlement rate is weighted by minutes of outgoing and incoming
          traffic.

     3.   Footnote 45 of the Notice of Proposed Rulemaking contains an incorrect
citation.  Footnote 45 should read:

     45   "Foreign Tariffed Components Prices," A Report Prepared by the International
          Bureau, Telecommunications Division, Federal Communications Commission,
          December 1996 ("Bureau Report").

     4.   Footnote 65 of the Notice of Proposed Rulemaking contains an incorrect
paragraph reference.  Footnote 65 should read:

     65   See Supra,  30.

     5.   Paragraph 105 contains an incorrect reference to the Docket Number in this
proceeding.  The first sentence of that paragraph should read:

          105. Comments and reply comments should be captioned in IB Docket No.
          96-261 only.
