The Commission is considering an application, filed by MVS USA, Inc. (MVSUSA), pursuant to Section 214 of the Communications Act of 1934, as amended, requesting authority to provide INMARSAT standard services via the INMARSAT System in the Atlantic, Pacific and Indian Ocean Regions. The application was placed on public notice on July 30, 1997 and the amendment to the application was placed on public notice on August 27, 1997. No comments were received.  X4` ` 2. The application requests authority to provide all INMARSAT standard services, including Maritime Mobile Satellite Services (MMSS) and Land Mobile Satellite Services (LMSS), which will consist primarily of voice, data, facsimile and associated communications, in the Atlantic, Pacific and Indian Ocean Regions (AOR, POR, and IOR), via the INMARSAT satellites in those regions, including service to and from Canada and Mexico but not the United States, by means of land earth stations (LES) at Laurentides, Quebec (AOR), and Perth, Australia (POR and IOR). MVSUSA states that for all of its U.S.originated traffic in the shoretoship direction, it will use COMSAT facilities and space segment capacity. The applicant specifically requests authority to provide INMARSAT Standard A, B, C, M and miniM services.  X"4` ` 3.
