              ORDER, AUTHORIZATION AND CERTIFICATE


   Adopted:  November 26, 1997          Released:  November 28, 1997

By the Chief, Telecommunications Division:

          1.   The Commission is considering an application, filed by Maritime
Telecommunications Network, Inc. (MTN), pursuant to Section 214 of the Communications Act of 1934,
as amended, requesting authority to provide INMARSAT standard services via the INMARSAT System in
the Atlantic, Pacific and Indian Ocean Regions. The application was placed on public notice on May 23,
1997.  A Petition to Reject or Deny was filed by COMSAT Mobile Communications (COMSAT).  MTN
filed an Opposition to the Petition and COMSAT filed a Reply.  An Amendment to the Application was filed
on September 25, 1997.  Based on this Amendment,  the Petition to Reject or Deny was withdrawn by letter
dated October 16, 1997.

          2.   The application, as amended, requests authority to provide all  INMARSAT standard
services, including Maritime Mobile Satellite Services (MMSS) and Land Mobile Satellite Services (LMSS),
which will consist primarily of voice, data, facsimile and associated communications, in the Atlantic, Pacific
and Indian Ocean Regions (AOR, POR, and IOR), via the INMARSAT satellites in those region.  MTN
states that for all of its U.S-originated traffic in the shore-to-ship direction, it will use U.S. licensed land earth
stations (LES) authorized for use via the INMARSAT system, and COMSAT space segment capacity.  MTN
further states that for all of its INMARSAT services which do not originate in the United States, it will utilize
INMARSAT foreign LESs at Laurentides, Quebec, Canada; Tangua, Brazil; Eik, Norway; Goonhilly, United
Kingdom; Perth, Australia; Sentosa, Singapore; and Yamaguchi, Japan.  MTN specifically requests authority
to provide INMARSAT Standard A, B, C, M and mini-M services.

          3.   Upon consideration of the above-captioned uncontested application, we find that
the public convenience and necessity require a grant thereof.

          4.   Accordingly, IT IS ORDERED, that application File No. ITC-97-274 IS GRANTED,
and MTN is authorized to

                    a.   provide LMSS in the AOR, POR and IOR both to mobile and land-based temporary-
          fixed terminals as set forth herein;
                    b.   provide shore-to-ship and ship-to-shore MMSS services in the AOR, POR and IOR;
          and

                    c.   provide the above via non-U.S.and U.S. LES facilities using the INMARSAT
          satellite system, as set forth herein.
          
          5.   IT IS FURTHER ORDERED that the applicant shall file annual circuit status reports
in accordance with the requirements set forth in 43.82 of the Commission's Rules and Rules for Filing of
International Circuit Status Reports, CC Docket No. 93-157, Report and Order, 10 FCC Rcd 8605 (1995).

          6.   IT IS FURTHER ORDERED that grant of this application is subject to all the
conditions set forth in Section 63.21 of the Commission's Rules, 47 C.F.R. 63.21.

          7.    This order is issued under Section 0.261 of the Commission's Rules and is effective
upon adoption.  Petitions for reconsideration under Section 1.106 or applications for review under Section
1.115 of the Commission's Rules may be filed within 30 days of public notice of this order (see Section
1.4(b)(2)).
