By this Order, we grant, in part, the joint motion filed by AMSC Subsidiary Corporation and COMSAT Corporation for an extension of time in which to file comments on the petition for rulemaking filed by the National Telecommunications and Information Administration on September 19, 1997. 2. Noting that the current deadline for filing comments is October 23, 1997, the petitioners ask that the deadline be postponed to January 21, 1998. The petitioners maintain additional time is needed to permit them to gather relevant information from equipment manufacturers and customers from which to prepare responsive and informed comments. They add that they have orally notified counsel for all of the Big LEO licensees of the extension request. 3. In response, Globalstar, L.P. says that it does not object to a two-week extension but argues that a 90-day extension is unwarranted. It points out that the issue of determining an appropriate emissions limit for protection of GLONASS communications is to be studied by International Telecommunication Union Working Party 8/D in March 1998, and contends, inter alia, that the Commission should issue a notice of proposed rulemaking well before then so that it can "take a leadership role on this issue." 4. We believe that a forty-five-day extension will afford ample time for preparation of comments without unduly delaying resolution of this proceeding. 5. Accordingly, pursuant to authority delegated by Section 0.261 of the Commission's rules, 47 C.F.R.  0.261, the joint motion IS GRANTED IN PART, and the time for any interested person to file comments is extended to December 8, 1997.
