Rcd. 8116 (1993) and Hughes Communications Galaxy, Inc., 10 F.C.C. Rcd. 10425 (1995), Hughes Galaxy Communications, Inc. is hereby licensed to operate a Direct Broadcast Satellite transmitting satellite at the above-specified orbital position on the above specified channels. The licensee shall, during the term of the license, render such Direct Broadcast Satellite service as will serve the public interest, convenience and necessity. This license does not and shall not vest in the licensee any right to operate the facilities specified herein, or any right to use the frequencies specified herein, (i) beyond the term of this license; or (ii) in any manner other than as authorized in this license. Neither this license nor the rights granted hereunder shall be assigned or otherwise transferred in violation of the Communications Act of 1934, as amended. The facility specified in this license is subject to modification of technical parameters to the extent necessary to accommodate international coordination efforts involving implementation of this system in accordance with the appropriate provisions of the International Telecommunication Union Radio Regulations, including Appendix 30 and Resolution 42.
