Haller has been named Assistant Bureau Chief of the FCC's International Bureau. Ms. Haller focuses on initiatives to enhance competition in the global satellite services market, with an emphasis on market access, World Trade Organization (WTO), law enforcement and national security issues. From 1998 to 1999, Ms. Haller was a Senior Legal Advisor to the International Bureau Chief and from 1997 to 1998, a Senior Legal Advisor in the Satellite & Radiocommunication Division, where she implemented the WTO Agreement for Basic Telecommunications Services. From 1994-1997, Ms. Haller was Senior Counsel in the Office of General Counsel, concentrating on programs for small businesses and representing the Agency in employment matters. Prior to that, Ms. Haller served in the Common Carrier Bureau and the Private Radio Bureau, where she focused on proceedings to encourage competition in the local telephone access market and to promote new wireless technologies. From 1987-1990, Ms. Haller practiced labor law at Morgan, Lewis & Bockius in Los Angeles, CA, and from 1986-1987, communications law at Pierson, Ball & Dowd in Washington, D.C.
