Tycz, chief of the Federal Communications Commission (FCC) International Bureau's Satellite and Radiocommunications Division, will receive the Eugene C. Bowler Public Service Award at an awards banquet this evening from the Personal Communications Industry Association (PCIA). William E. Kennard, chairman of the FCC, will present the award. The banquet will be at the National Building Museum beginning at 7:30 PM. The Bowler Award is given annually by the PCIA Foundation to an outstanding government employee who has demonstrated the career excellence that was a hallmark of Gene Bowler's life. Eugene C. Bowler, former chief of the Federal Communications Commission's Private Radio Bureau/Land Mobile and Microwave Division, was a dedicated public servant with a distinguished career. Throughout his years of service at the FCC, Gene Bowler demonstrated exceptional professionalism, competence and dedication. Driven by high personal standards for career excellence, Gene was widely acknowledged for his unique talents and rare intellect. His leadership, hard work and commitment to advancing land mobile communications interests have served as an inspiration to the industry. In 1985, Gene died of cancer at the age of 39. To honor Gene Bowler's life and achievements, the telecommunications industry founded the Eugene C. Bowler Foundation in 1990 with initial funding from the Bowler family. Now a program of the PCIA Foundation, the Eugene C. Bowler awards program strives to keep Gene's memory alive by recognizing individuals who exemplify his commitment to public service. This is the ninth year the award has been presented. Previous winner are: David Siddall, J. Jerry Freeman, Mary Beth Richards, Ralph Haller, Terry L.
