January 25, 1999 LINDA DUBROOF NAMED ASSISTANT CHIEF, PLANNING AND NEGOTIATIONS DIVISION, INTERNATIONAL BUREAU The FCC announced today that Linda Dubroof has been named Assistant Chief in the International Bureau's Planning and Negotiations Division. Since coming to the International Bureau's Planning and Negotiations Division in May of 1997, Dubroof has handled rule makings related to spectrum allocation, preparations for International Telecommunication Union activities, and projects to develop efficient and effective use of the spectrum. Prior to her appointment in May of 1997 to the International Bureau, Dubroof was the Director of the FCC Disabilities Issues Task Force, and a senior attorney and Deputy Chief of the FCC's Network Services Division of the Common Carrier Bureau. Dubroof joined the FCC in 1987, and handled wireless issues, including cellular and mobile radio proceedings. Dubroof was the primary drafter of the Commission's rules implementing Title IV of the Americans with Disabilities Act of 1990, the law which requires common carriers to provide intrastate and interstate telecommunications relay services so that individuals with hearing and speech disabilities have access to the telephone network. Dubroof maintained overall responsibility for the FCC's administration and enforcement of its TRS rules, and also facilitated the implementation of the Hearing Aid Compatibility Act. Prior to her joining the FCC, Dubroof was in private practice in Santa Barbara, California specializing in intellectual property law. Dubroof earned a BA with honors from the University of Massachusetts, Amherst, and a JD from the University of San Diego School of Law. - FCC -
