January 19, 1999 REBECCA ARBOGAST TO BE NAMED CHIEF, TELECOMMUNICATIONS DIVISION, INTERNATIONAL BUREAU International Bureau Chief Regina Keeney today announced her intention to name Rebecca Arbogast as Chief, Telecommunications Division. "Rebecca's proven track record at the Commission and her considerable international legal experience make her uniquely qualified for this role," said Ms. Keeney. "She is an immensely talented and dedicated professional. We all enjoy working with her and know she will do a wonderful job." Ms. Arbogast joined the Commission in 1997, first serving as Senior Counsel for International Law in the Telecommunications Division of the International Bureau, and most recently as Senior Legal Advisor to the Bureau Chief. She has played key roles in numerous international initiatives, including the successful completion of the MSS protocol with Mexico, the FSS Protocol with Argentina, and the EU-US MRA Agreement. Ms. Arbogast was also instrumental in the DBS Public Interest rulemaking and has been an important part of the Commission's Regulator-to-Regulator dialogues. Prior to joining the Commission, Ms. Arbogast served in the Office of Legal Counsel at the U.S. Department of Justice from 1995-1997, where she specialized in public international law, international executive agreements and treaty law. In 1994, she was a lecturer at King's College in London on international litigation and arbitration. Ms. Arbogast began her legal practice as a lawyer with Wilmer, Cutler and Pickering from 1990-1995, practicing in the areas of international litigation, international transactions and joint ventures, and constitutional law. She clerked for the Ninth Circuit Court of Appeals. Ms. Arbogast was a Fulbright Fellow in European Union Law at the University of London. She earned a J.D. from Yale Law School, a Masters Degree in Communication Research and a Bachelors Degree in English and Psychology from the University of Iowa. - FCC -
