Cir. 1974). Report No. IN 98-38 INTERNATIONAL ACTION July 7, 1998 JOANNA S. LOWRY AND JACQUELINE SPINDLER NAMED TO NEW RESPONSIBILITIES IN TELECOMMUNICATIONS DIVISION, INTERNATIONAL BUREAU Joanna S. Lowry has been named Assistant Branch Chief to the Policy and Facilities Branch of the Telecommunications Division of the International Bureau, and Jacqueline Spindler, of the Multilateral and Development Branch, has been named Telecommunications Division ITU Coordinator. Before joining the International Bureau, Joanna Lowry served as an attorney in the National Telecommunications and Information Administration (NTIA) within the Department of Commerce. Prior to NTIA, she worked in a number of offices within the Department of Commerce as part of the Office of General Counsel's Honors Program. In particular,. Lowry worked for NTIA, the National Oceanic and Atmospheric Administration, the Office of General Counsel for Legislation and Regulation, and the Bureau of Export Administration. She received her B.A. from Dartmouth College and her J.D. degree from Stanford University. She is admitted to practice law in the District of Columbia and Pennsylvania. Jacqueline Spindler has served the Commission for most of her professional career, first in a variety of divisions in the Common Carrier Bureau, then in two divisions in the Cable Services Bureau, before joining the International Bureau just over a year ago. Spindler holds a B.A. from McGill University, an M.A. from the University of Rochester and a J.D. from Syracuse University. Before joining the Commission, she was a public school teacher and, later, a solo law practioner in upstate New York. She is admitted to practice law in the District of Columbia and New York. - FCC -
