Keeney has been named Chief of the FCC's International Bureau, effective September 15, 1997. "Gina is the perfect person to head the International Bureau at this time," said Chairman Reed Hundt. "As Chief of the Wireless Bureau, she guided the creation of new spectrum policy domestically, and as Chief of the Common Carrier Bureau she helped craft new rules for local competition. Now, as Chief of the International Bureau, Gina can help lead the rest of the world to the sunny uplands of competition and more marketoriented spectrum policy, while preparing the way for the next generation of global satellite systems." Since November 1995, Keeney has served as Chief of the FCC's Common Carrier Bureau. In this role, Keeney has led the Bureau's efforts to implement the Telecommunications Act of 1996 by crafting rules to foster competition in all telecommunications markets and ensure greater accessibility of telecommunications to American consumers. During the past year and a half, the Bureau conducted an unprecedented number of proceedings, while meeting the 1996 Act's tight statutory deadlines. Among these proceedings are the interconnection, universal service, and access charge reform rulemakings, or the "competition trilogy." Prior to joining the Common Carrier Bureau, Keeney served as Chief of the newly created Wireless Telecommunications Bureau. In that role, Keeney oversaw the Commission's auctions of electromagnetic spectrum and worked to develop fair rules of competition in the wireless communications market and between wireless and other telecommunications service providers. Before joining the FCC, Keeney served as the Senior Republican Counsel for Communications to the Senate Commerce Committee. She also has served in other roles at the FCC and in private law practice.
